This is a very long document containing the NHTSA proposal regarding vehicle-to-vehicle (v2v) communications. The sections on cyber-security and mandating v2v in all new light vehicles are particularly interesting, as well as assumptions about connected cars and OTA updates.
I'm not aware of a later version of this draft, which dates to just before Trump's inauguration. It's possible the change in administration derailed the regulation process.
